The final subdivision plat shall contain the same information, except for any changes or additions required by the Planning Commission, as shown on the preliminary plat. The preliminary plat may be used as the final subdivision plat if it meets these requirements and is revised in accordance with the Commission. The final plat shall be prepared by a registered land surveyor and be certified thereby that the survey was drawn up by the surveyor, and that the monuments shown thereon exists as located and that all additional details are correct.
