The final plat shall be accompanied by an inspection fee in the amount determined by the Planning Commission and by written assurances from all public utility companies that necessary utilities will be installed. In the event that less than one hundred percent (100%) of the public improvements specified under the preliminary plat have been constructed, a deposit by certified check in an amount approved by the City Manager, shall be paid to the Director of Finance to insure payment of all future inspection fees.
