The final plat shall be accompanied by a letter signed by the City Engineer indicating that the public improvements have been constructed as set forth and previously approved in the construction plans submitted with the preliminary plat. The public improvements shall be construed in a quality manner, or shall be repaired and/or reconstructed as per the requirements of the City Engineer. In the event that the public improvements are not complete, then the Engineer shall certify which improvements have not been completed and an estimate of the dollar amount necessary to complete all of the public improvements required under the preliminary plat plan. The owner shall provide a performance bond in an amount designated by the City Engineer to assure completion of all public improvements. Such bond shall be approved by the City.
