1109.01 SUBMISSION; FORM; DEDICATION.
   (a)   The owner, after having received approval of the preliminary plat plan of the proposed subdivision, and having completed a minimum of eighty percent (80%) of the proposed public improvements, may submit a final plat of the subdivision along with a letter requesting a Planning Commission review and approval of such plat. The final plat plan shall have incorporated all changes in the preliminary plat required by the Commission.
   (b)   Sectionalizing the Major Subdivision Plat. Prior to granting final approval of the major subdivision plat, the Planning Commission may permit that the plat be divided into two or more sections and may impose such conditions upon the filing of the sections as may be necessary to insure the orderly development of the plat. Such sections must contain at least ten percent (10%) of the total number of lots in the approved plat. The approval of all remaining sections shall automatically expire unless such sections have been approved for filing by the Planning Commission, all fees paid, all instruments and offers of dedication submitted and performance bonds approved and actually filed with the Recorder of Deeds within three years of the date of the approval of the preliminary plat of the subdivision.
   (c)   Final Plat Form. The final plat shall be legibly drawn in waterproof ink in a tracing cloth or other material of equal permanance. It shall be drawn on scale of not less than 100 feet per inch, and it shall be on one or more sheets 24 by 36 inches in size. If more than one sheet is needed, each sheet shall be numbered and the relation of one sheet to another clearly shown. The request for the final subdivision plat approval shall be accompanied by four copies of the final subdivision plat and three copies of the "as built" construction plans, as required by these regulations.
   (d)   Dedication. The final plat shall be accompanied by formal irrevocable offers of dedication to the public of all streets, local government uses, utilities, parks, and easements, in a form approved by the City; the subdivision plat shall be marked with a notation indicating the formal offers of dedication as follows:
      The owner or owners representative, hereby irrevocably offers for dedication of the local government all the streets, local government uses, easements, parks and required utilities shown in the subdivision plat and construction plans included within and in accordance with an irrevocable offer of dedication dated                          and recorded in the County Recorder of Deeds office. The applicant shall deliver a full covenant warranty deed to all such lands in proper form for recording, together with a title insurance policy for the local government in the sum not less than ten thousand dollars ($10,000) which sum shall be determined by the City before signing of the final subdivision plat.
