The Planning Commission shall hold a public hearing on the preliminary plat. Notice of the public hearing shall be published twice prior to the hearing in a newspaper of general circulation. In addition, the Clerk shall notify by certified mail, a return receipt requested, each property owner adjacent to or opposite from the proposed subdivision as indicated in the application for subject approval at least ten days prior to the public hearing. Any resident may comment in person or may submit comments in writing to the Commission, concerning for approval or disapproval of the plat. The owner shall be given an opportunity to offer explanations or further comments at the public hearing.
