   (a)   Two parcels as a result of division.
      (1)   Application to Clerk.
      (2)   Concept review and final plat approval by the City Manager.
   (b)   Three, four, or five parcels as a result of division.
      (1)   Application to Clerk.
      (2)   Concept review by City Manager.
      (3)   Final plat approval by the Planning Commission.
