For the purpose of providing for the public health, safety and general welfare, Council may from time to time amend the provisions of these Regulations. In the event an amendment to the Regulations is proposed, the Planning Commission shall have the opportunity for a period not to exceed sixty days, to make a recommendation to Council concerning the amendment prior to its final passage by Council.
