(a) Enactment. In order that land may be subdivided in accordance with these purposes, these Subdivision Regulations are hereby adopted.
(b) Reservation and Repeal. Upon the adoption of these regulations according to law, all prior Subdivision Regulations of the City are hereby repealed except as to such sections expressly retained herein.
