No person shall throw, deposit or cause or permit to be thrown or deposited, any garbage or rubbish in or upon any street, alley or other public place, or upon any vacant lot or any other place whatsoever except as herein provided; nor shall receptacles for garbage or rubbish be kept or maintained upon any street, alley or public place.
