The collection and removal of garbage under this chapter shall be conducted under the complete supervision, direction and control of the City Manager and in strict compliance with the provisions of this chapter and any regulations, orders and specifications as may from time to time be adopted and promulgated by Council. The contractor shall comply strictly with the price or fee limitations specified in his contract with the City, except that with the approval of the City Manager a special price may be arranged between the contractor and the owner or operator of any establishment which creates an unusually large quantity of garbage or rubbish.
