No garbage or rubbish shall be collected or hauled through the streets of the City except in vehicles so constructed as to prevent any dropping of the contents onto the streets. Each and every vehicle used for garbage collecting shall be covered with a metal or suitable cover so that the garbage contents shall be completely enclosed when the vehicles are being loaded and while enroute to the disposal point. The covers shall be adjustable to permit partial enclosure during the process of collection. All equipment shall comply with any orders, specifications and regulations as may from time to time be enacted by Council.
Each owner and tenant shall keep the garbage and refuse container upon his premises in a clean and sanitary condition subject to approval of the City Manager.
