The person or firm holding the contract to collect garbage shall call for and remove garbage at least once each week throughout the year at each and all of the premises within the City limits and at such other places as the City Manager orders. All the collections shall be in a clean manner, to the satisfaction of the City Manager. Collections may be made more frequently under special arrangements between the contractor and the owner or tenant.
