Nothing in this chapter shall hinder the right of any owner or tenant to dispose of rubbish by burning the same on the premises where it originates, provided such manner of disposition creates no offense or nuisance. Nothing contained herein shall be construed to permit any person other than the authorized collector to remove or transport any garbage whatsoever through or upon the streets of the City in a closed or open vehicle.
