Pursuant to the City Charter, the City Manager is empowered to enter into a contract with the person, firm or corporation making the lowest and best bid for the collection, removal and disposal of garbage at the expense of the persons responsible for the garbage and rubbish. The contract shall be subject to the approval of Council. Before entering into a contract as herein provided, the City Manager shall require the successful bidder to furnish bond of one thousand dollars ($1,000) in a form to be approved by the Director of Law, conditioned that the contractor shall collect, remove and dispose of the garbage and rubbish to the complete satisfaction of the City Manager.
