981.02 GARBAGE OR RUBBISH CONTAINERS.
   (a)   Every owner or tenant, occupying any building, premises, place of business or other place creating garbage or rubbish, shall forthwith provide, and at all times, thereafter keep and maintain for the exclusive use of the building, premises, place of business or other place creating garbage or rubbish suitable containers or for receiving and holding all garbage or rubbish which may accumulate therein or thereon, pending the removal and disposal thereof. Containers shall conform to the requirements of subsection (b), (c), (d), (e), (f) and (g) hereof and shall in no event be used by more than one family, household, restaurant, hotel or motel, and all garbage or rubbish created by or belonging to the owner or tenant, whether the owner or tenant is a person, persons, firm, or corporation, shall be deposited in the containers.
   (b)   All containers shall be washed and treated with disinfectant as often as necessary to prevent odors and insects.
   (c)   No householder or commercial operator shall permit to accumulate upon the premises any garbage or other refuse except in covered containers approved by the Public Works Administrator.
   (d)   All other refuse shall be stored in reasonably tight and substantial containers that are easy to handle. Such containers shall be of adequate capacity and provided in sufficient number to hold all other refuse that accumulates between collections.
   (e)   Cans containing refuse, trash and garbage shall not be placed in front of any residential unit prior to sundown the day, which precedes the regular residential curb pick up.
   (f)   Refuse, trash and garbage cans shall be removed from the front of the residential unit no later than sundown the day on which the collection is made.
   (g)   All refuse; trash and garbage containers shall be kept or stored in the rear yard portion of all residential unit or in a location or storage area that is not in plain view from the front of the house. (Ord. 2006-18. Passed 6-5-06.)
