As used in this chapter:
(a) "Garbage" means fruits, vegetables, meats or any refuse accumulation of fruit, vegetables or animal matter, or anything whatsoever which will decompose and become foul, offensive or dangerous to health.
(b) "Rubbish" means all inorganic refuse matter, such as tin cans, glass, paper except when bundled or baled, ashes, sweepings, rags and any combustible refuse which may not be in a decomposed stage. All ashes shall be cooled before being hauled by a collector.
