   There is hereby adopted an Emergency Conservation Plan as follows:

Goal 25% decrease
1. Public appeals
a. Lower thermostats
b. Turn off air conditioning
c. Reduce use of electric appliances (i.e. washers, dryers, dishwashers)
d. Appeals to industrial customers
e. Request reduction of commercial hours (i.e., entertainment, retail)
f. Request cancellations of sporting events, and recreational programs
30 days Goal 50% reduction
(1) Public appeals (mandatory 50% reduction of usage (in terms of energy charge) of prior year level
1. Eliminate all non-essential outdoor lighting.
2. If necessary:
a. Close all places of entertainment
b. Reduce hours of all industrial, commercial, and retail operations
c. Close any customer with demand of 500 kw or more
3. Further appeals to residential customers
20 days
Discontinuation of all electric use except that to protect general health and safety
1. Close schools
2. Close all operations not essential
3. Reduce hours to bar minimum of essential operations
