The City Manager shall be authorized to direct installation of underground primary electric lines if all of the following conditions are met.
(a) The trench shall be opened and closed without expense to the City.
(b) Secondary lines and transformer pads shall be installed without expense to the City.
(c) The remaining City costs shall be substantially comparable with the cost of overhead construction.
(d) All other parties (telephone, cable TV) are notified and allowed to share the trench.
(e) The necessity for street lights would not require poles anyway.
