No connection to the water mains of the City shall be established or maintained to furnish water to any property now or hereafter provided with a private water supply (any source other than the City Public Water Supply), unless the piping and distributing systems conveying the Public Water supply and the Private Water supply, respectively, are constructed and maintained so as to be completely separated and without any cross connection through which water from the Private Water supply can enter the Waterworks mains or distributing system of the Public Water supply. No such cross connection shall be established or maintained for any property now or hereafter supplied with water from the water mains of the City. There can be no physical connection of any type between the City of Newton Falls Water Supply System and other source of water.
