The City Manager is hereby authorized to enter an agreement with any person or persons lawfully extending a City sewer at private expense, regarding potential reimbursement as detailed herein. The expense of the sewer installation shall be documented to the City Manager by those bearing the expense. A cost per foot shall be calculated. Thereafter, if any person wishes to connect to such sewer extension, the City shall oblige them to pay the calculated cost per foot to those who installed the extension of the line.
