In the event the cost as estimated by the City Engineer is less than one thousand dollars ($1,000) the City Clerk shall mail a copy of the specifications for the proposed extension to at least three sewer contractors in the area, and submit the bids received to Council, who may enter into a contract with the lowest and best bidder. In the event the cost as estimated is one thousand dollars ($1,000) or more, the Clerk shall notify the petitioner and upon receipt of a sum of money sufficient to pay the cost of advertising for bids, shall advertise in a newspaper of general circulation for two consecutive weeks, and submit the bids received to Council, who may enter into a contract with the lowest and best bidder.
