923.03 SEWER TAPPER'S PERMIT.
   No person shall tap or make connections with any public sewer to drain, or cause the same to be done, without first having procured a permit as hereinafter provided. Any person desiring to tap or make connections with a public sewer or drain, or engage in the business of sewer tapping and making connections with public sewers or drains, shall make application in writing for such permit to the City Manager. The City Manager shall examine the qualifications of the applicant for such permit and if he finds that he is qualified to properly do the work of tapping and making connections with public sewers and drains, he shall grant a permit to the applicant.
   The permit shall authorize the permittee connections with public sewers and drains under the provisions of the ordinances of the City and laws of the State; provided that the permit shall not be issued to the applicant nor become effective until the applicant files with the City Manager a bond with surety or sureties approved by the City Manager in the amount of one thousand dollars ($1,000), conditioned that the permittee will indemnify and save harmless the City, from all loss or damage that may be either directly or indirectly occasioned by his tapping or making connection with any public sewer or drain, failure to properly perform with work or the making of the necessary excavation therefor. Should the sureties withdraw from the bond, or the bond, for any reason become of no effect, then the permit issued to such applicant shall immediately become void.
