(a) The Mayor shall appoint a board composed of himself and two Council members to consider such appeals. The City Manager and Water and Sewer Superintendent shall serve as nonvoting ex-officio members of the board.
(b) The board shall have the authority to grant such variances and extensions as it, by majority vote, deems appropriate.
(c) If an appeal is denied, the applicant shall have the right to appeal the board's decision to Council at its next regularly scheduled meeting.
