(a) The Newton Falls Water Distribution Department will flush all privately owned fire hydrants at least once a year. Each hydrant will be flushed, greased or oiled at no charge to the hydrant owner.
(b) Any repairs needed to a fire hydrant discovered during the annual flushing will be reported to the hydrant owner. The hydrant owner will be responsible for any and all repairs needed.
(c) All repairs to a fire hydrant must be made within fourteen days of notice to the property owner.
(d) Whoever violates this section is guilty of a misdemeanor of the first degree.
