   (a)    Utility will inspect all underground electric lines.
   (b)    Service lines will be in conformity with National Electric Code.
   (c)    Service line construction on underground will be in conduit or direct burial cable covered with fine dirt or sand.
Service lines - underground or overhead replacement, addition or alteration.
No addition, replacement, alteration, or repair shall be made to service lines without the permission and inspection of the utility.
   All deposits shall be applied to the final bill. Shall any deposit of monies be remaining after the application of deposit monies, a refund check will be issued. Shall any monies be due and owning to the City after such application of deposit monies, the renter or homeowner shall be responsible for payment thereof. The final bill will reflect whether a refund is due to the customer or payment is due to the City.
   (b)   Water Department.

   (c)   Outdoor Security Lighting.
      (1)   Availability. Available to consumers where City's (hereinafter called "Utility") standard outdoor lighting unit can be installed on Utility's existing poles and without requiring any extension or addition to Utility's existing secondary or primary distribution facilities.
         Where additional facilities are required, the Consumer shall pay in advance the total installation cost for the additional distribution facilities (poles, wires and appurtenances) as are required. In all cases the lighting fixture itself, including lamp will be installed, owned, operated and maintained by Utility.
         This service is available only where there is assurance that the service to be furnished will be permanent. Utility reserves the right to refuse to furnish such service when, in Utility's opinion, the installation will not be of permanent character.
      (2)   Applications for service. All applications shall be on a twelve months per year around service basis. Where the premises are occupied by a tenant, Utility reserves the right to require the application for service to be made by the property owner with bills to be sent to the premises to the attention of the tenant. However, the property owner shall be responsible for all bills.
      (3)   Character of service. The Utility will install, own, operate and maintain at its expense the necessary mast arm mounted lighting unit and related appurtenances.
         The light unit shall be mercury vapor type of luminaire. The lighting unit shall be photo-electric or otherwise controlled so as to provide substantially dusk to dawn year round lighting service of approximately 4,000 hours operation per year.
      (4)   Net rate. The net rate per overhead mercury vapor or equivalent lighting unit shall be:

         *Rates for other than standard overhead fixtures shall be covered by special agreement.
      (5)   Minimum charge. This lighting service is furnished only on a permanent, continuous twelve months year around basis. The annual minimum charge per lamp is payable monthly and disconnection of service will not avoid the applicable annual charge per lamp.
      (6)   Advance payment of annual charge. When determined by Utility that consumer's regular service is seasonal or nonpermanent in character, Utility reserves the right to require twelve months advance payment before service is established and thereafter to require similar advance payments prior to the commencement of each succeeding twelve months of service.
      (7)   Payment and billings. The monthly charge per lamp will be set forth as a separate item on consumer's bill and shall be payable in the same manner and shall be subject to the gross and net billings for consumer's companion metered electric service, shall be subject to disconnection as provided by Utility's general rules and regulations.
