(a) Sidewalks shall be required to be constructed upon completion of construction of residence unless a variance is granted by Council. Such variance shall be obtained prior to issuance of a Zoning Permit.
(b) Residences constructed on Washington and Adams Streets within the City limits shall not be required to have sidewalks.

(c) Sidewalks constructed on existing streets shall be located within the right of way and shall be the same width of those sidewalks already constructed on the existing street. Sidewalks constructed on new streets or where sidewalks do not exist shall meet the standards found in Chapter 1111 of the Newton Falls Codified Ordinances.
