As used in this chapter:
(a) "Engineer" means the City Engineer as designated by Council, or his authorized representatives or other persons appointed by Council.
(b) "Contractor" means the party contracting to do any work described herein, or any party constructing or repairing his own sidewalk, or authorized representatives of such party.
(c) “Sidewalk” means public walkways.
