No utility pole, except as outlined herein, shall be set without prior approval by Council. In granting or denying such approval, Council shall consider necessity, aesthetics, and other factors Council deems relevant. Utility pole excavations shall also be subject to all provisions as set forth above. This section shall not apply to the following:
(a) An exact replacement for a pole damaged to such extent as to cause a hazard to residents.
(b) To poles erected by a City owned utility with the approval of the City Manager.
(c) To poles erected by a utility where a City owned utility would have joint use of the pole, with the approval of the City Manager.
