(a) No person shall excavate within the limits of the right-of-way of any street, avenue, alley, lane or any public grounds for the purposes of installing, repairing, replacing, or cleaning any sanitary sewer, storm sewer, sanitary lateral, storm connection or water connection, on surface of subsurfaces, or for any other purpose, without first obtaining a permit from the City Manager. No permit shall be required of any person, company, or corporation performing work for or under contract with the City; performing work on a new allotment, performing work due to an action sponsored as a public program or improvement. No permit will be required for adjusting curb boxes.
(b) Notice of public improvement will be furnished to utility companies as soon as schedule is available. All street opening permits for major streets, central business districts or long line openings, shall be obtained at least forty-eight hours prior to the beginning of the work unless the work is of an emergency nature whereby special permission may be given by the City Manager.
