(a) The City shall participate in chip-and-seal street projects to the extent of fifty percent (50%) of their cost, within the budgeted street program. No project shall comprise less than a full city block or equivalent.
(b) Before a project is started, the remaining fifty percent (50%) of the estimated cost shall be deposited with the Finance Director. The method of apportioning this sum shall be left to those benefitted by the project.
