(a) Council hereby determines that one of the uses for income tax, capital improvement funds, shall be the provision of a well constructed paved surface on all public streets which have an adequate base to support such a surface. The condition of the base shall be determined by the City Engineer, except that any street previously improved by assessment shall automatically qualify for income tax funded paving.
(b) In the event property owners on an unimproved street petition for improvement, the cost of the paved surface shall be borne by the capital improvement fund, while other expenses, including base preparation, drainage, sidewalks, etc. shall be recovered by assessment.
