725.01 PROHIBITION; EXCEPTIONS.
   (a)   The City hereby prohibits the drilling of any and all gas and oil wells within the City limits except as herein provided.
   (b)   The City of Newton Falls shall not permit any drilling of an oil or gas well upon any public land, except land owned by the City of Newton Falls or the Board of Education.
