(a) At the time of the issuance of the certificate of public convenience and necessity and annually thereafter, on or before December 31 of each calendar year, each taxicab company that is operating or shall hereinafter operate within the City, shall pay to the City Manager a fifty dollar ($50.00) fee for each taxicab that is to be operated within the City for the ensuing year. The fifty dollar ($50.00) fee shall be in addition to the fee required to be paid on motor vehicles under the laws of the State of Ohio.
(b) Nothing contained in this section shall be construed to mean there shall be any refund of any license fee so paid in case any taxicab is taken off the streets and not thereinafter operated by the company.
