Applications for certificates of public convenience and necessity under the provisions of this chapter shall be filed in writing with the City Manager. The application shall contain a statement of the name and address of the applicant, the character of the business to be transacted, the kind of equipment and number of taxicabs to be used, the condition of the equipment and such other facts as may be required.
Whenever any applicant for a certificate of public convenience and necessity shall have complied with all conditions and regulations relative to the filing of its application, it shall be the duty of the City Manager to have a hearing thereon to determine the public convenience and necessity as hereinafter set forth.
Written notice by regular mail of the hearing shall be given to all persons interested, including the owner of the vehicle, at least five days before the date set for the hearing.
After the hearing before the City Manager, the City Manager shall record with the City Clerk his findings. If the City Manager grants such application the certificate for public convenience and necessity shall be issued to the company.
