715.03 CERTIFICATE OF NECESSITY.

No taxicab company shall begin to operate or operate any taxicab for the transportation of persons over any of the streets of the City, without first obtaining from the City Manager a certificate declaring that public convenience and necessity require such operation, as hereinafter provided.
