(a) Any person aggrieved by the action of the Chief of Police or the City Clerk in the denial of a permit as provided in Section 711.13, the revocation by the City Clerk as provided in Section 711.20, or the action of the City in the assessing of the fee as provided in Section 711.15, shall have the right of appeal to the legislative body. The appeal shall be taken by filing with the legislative body within fourteen days after the notice of the action complained of has been mailed to the person's last known address, a written statement setting forth the grounds for the appeal.
(b) The legislative body shall set a time and place for the appeal and notice of the hearing shall be given to the applicant in the same manner as provided in Section 711.20 for notice of hearing on revocation. The decision and order of the legislative body on the appeal shall be conclusive.
