Each City Council member shall submit the name of an individual to the Mayor for appointment to the Newton Non-Bargaining Employee Grievance Commission (NNEGC). The Mayor shall see that ballots are prepared with the list of nominees. The Council, shall appoint three NNEGC Commissioners by voting for no more than three separate nominees on the ballots. The ballots shall be counted by the Mayor and City Clerk. The top three vote recipients shall become Commissioners who shall hold office for a three-year term; the top vote recipient until the first Monday in July of the third year, the second top vote recipient until the first Monday in July of the second year and the third top vote recipient until the first Monday in July of the first year after such appointment (in the case of a tie, a role of the die with the higher number being the winner), whose successors shall be appointed for a term of three years by Council submitting names as set forth above and the top vote recipient filling the term.
