For any conforming or legally non-conforming building or use which is in existence on 5-9-1978, which subsequent thereto is damaged or destroyed by fire, collapse, explosion or other cause, and which is reconstructed, re-established or repaired, which reconstruction, re-establishment or repair is commenced within one year after the damage, off-street parking or loading facilities need not be provided; except that, parking or loading facilities equivalent to any maintained at the time of such damage or destruction shall be restored. However, it shall not be necessary to restore or maintain facilities in excess of those required by this subchapter for equivalent new construction or use.
