The purpose of this chapter is as follows, all in accordance with the city’s Comprehensive Plan and as permitted by the provisions of Iowa Code Ch. 414, as amended:
(A) To promote public health, safety, comfort, order and general welfare;
(B) To conserve and protect natural and man-made environments;
(C) To secure and provide the social and economic advantages resulting from an orderly, planned use of land resources; and
(D) To facilitate adequate but economical provisions for public improvements.
