Where any city-approved water distribution system is not readily available for connection, but there are plans for availability requiring connection, the developer shall be required by agreement to pay or prepay, depending upon availability, any water connection fee or fees required by the utilities to be assessed against each property or lot to be served by the water system prior to the approval of the final plat. The fees paid to the utilities will be used as the subdivision’s share towards the construction of the water main line and/or towards the necessary improvement or enlargement of the water plant.
