Subdivisions blocks shall conform to the following standards:
(A) Block length shall not exceed 1,000 feet. The length of blocks shall be considered to be the distance from street centerline to opposite street centerline and shall be measured along the center of the block.
(B) Pedestrian access walkway easements not less than ten feet wide may be required in blocks longer than 500 feet where such walkways are deemed to be essential to provide circulation or access to schools, playgrounds, shopping centers, transportation or other community facilities.
(C) The width of blocks shall generally be sufficient to allow two tiers of lots.
