(A) The arrangements, classification, extent, width, grade and location of all streets shall conform with the Comprehensive Plan and § 156.129 and shall be designed in relation to existing and planned streets, topographic conditions, public convenience and safety, and the proposed uses of the land to be served by such streets.
(B) Where such is not shown in the Comprehensive Plan, the arrangement of streets in a subdivision shall either:
(1) Provide for the continuation or appropriate projection of existing streets in surrounding areas; and
(2) Conform to a plan for the neighborhood approved or adopted by the city to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impracticable.
(C) Local streets shall be so laid out that their use by through traffic will be discouraged.
(D) Where a subdivision abuts or contains an existing or proposed collector or arterial street or highway, the city will require: frontage roads abutting the street or highway, or reverse frontage lots with screen planting contained in a non-access reservation at least ten feet wide along the rear property line, and/ or such other treatment as may be necessary for adequate protection of residential properties and for separation of through and local traffic.
(E) Flag lots controlling public access to streets may be considered depending upon site constraints, to be determined at pre-application conference.
(F) Street intersections with centerline off sets of less than 150 feet for local streets, 300 feet for collector streets, 600 feet for secondary arterial streets and 1,320 feet for primary arterial streets shall not be permitted.
(G) Horizontal and vertical street design shall be in accordance with Statewide Urban Design and Specifications (SUDAS) design manual. When the centerline of the streets extended deflect at any one point they shall be connected by a horizontal curve.
(H) Streets shall be laid out so as to intersect as nearly as possible at right angles and no street shall intersect any other street at less than 75 degrees.
(I) The right-of-way widths and design speed for streets in any subdivision shall conform to the following:

(J) Cul-de-sac streets shall not exceed 500 feet in length and may include a center island if a permanent private maintenance agreement is recorded.
(K) Permanent dead-end streets shall be prohibited, unless such dead-ending is temporary and designed to connect with future streets in adjacent land that has not been platted. A temporary turn-around with barricading meeting city standards shall be provided until such time as the street will be continued.
(L) Streets shall be identified with names or numbers and they shall not duplicate or be confused with the names or numbers of existing or platted streets. Streets that will be a continuation of existing streets shall be called by the names or numbers of the existing streets. Street names or numbers will be coordinated with the Director of Planning and Zoning and designated by the city.
(M) All streets within the boundaries of the final plat shall be paved. Pavement thickness shall be determined using Statewide Urban Design and Specifications (SUDAS) design criteria. The pavement design shall be performed by an engineer and approved by the Public Works Director. Paved streets shall be underlain by a minimum six-inch thick layer of aggregate with a subdrain pipe collection system.
(N) Subdivisions with planned living or storage areas that are 42 inches or more below grade shall be constructed with a discharge collection system for sump pumps. The discharge collection system shall consist of either drainage pipe or a surface drainage system. If a pipe collection system is utilized, a sump pump discharge connection shall be made available to each lot in the subdivision. The sump pump discharge collection system may outfall to the street subdrain system, street stormwater system or to a suitable discharge location. The sump pump discharge collection system shall be separate from the sanitary sewer system. The construction plans shall indicate the type and location of sump pump discharge collection system for each lot. Depending upon groundwater levels and subject to the Public Works Director, a collection system for footing drains and/or sump pump discharge may be required where planned living or storage areas are less than 42 inches below grade.
