The preliminary plat presented to the City Council shall be substantially identical to the plat acted upon by the Planning and Zoning Commission and shall include construction plans. It shall be the developer’s responsibility to submit to the Director of Planning and Zoning 12 hard copies and one electronic copy of said plat and construction plans at least ten days prior to the City Council hearing of this preliminary plat. City Council approval of the preliminary plat shall not constitute an acceptance of the plat, but shall be deemed an expression of approval of the layout submitted and an authorization to proceed with construction.
