This chapter has been adopted for the following purposes:
(A) To guide the future growth and development of the city in accordance with the Comprehensive Plan;
(B) To ensure sound, harmonious subdivision development by prescribing standards for subdivision design, erosion control and construction practices;
(C) To improve land records by ensuring proper legal descriptions and monumentation of subdivided land;
(D) To provide common and established grounds for understanding a sound working relationship between the city and the developer, and to safeguard the interests of the homeowner, the subdivider, the investor and the city;
(E) To provide for the coordination and extension of streets and utilities to and within subdivisions with other existing or proposed streets and utilities;
(F) To control the scattering and premature platting of lots beyond the effective operating range of existing public utilities and infrastructure;
(G) To cause the cost of design and installation construction of improvements in the proposed subdivisions to be borne by the developer rather than placing the direct or indirect burden upon those property owners beyond the boundary of the proposed subdivision, who have already paid for improvements to their property;
(H) For coordination of subdivisions with other features of the Comprehensive Plan to provide for adequate open area for traffic, recreation, light and air;
(I) For distribution of population and traffic in a manner to create conditions favorable to health, safety, convenience or welfare, all in accordance with applicable state statutes; and
(J) To allow for creativity and flexibility in subdivision design to augment the uniqueness and livability of neighborhoods in the city.
