§ 154.016 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BROOM FINISH. A sidewalk finish that is made by sweeping the sidewalk when it is hardening.
   DEFECTIVE SIDEWALK. Any public sidewalk in violation of the criteria established by resolution of the Council.
   ESTABLISHED GRADE. The grade established by the city for the particular area in which a sidewalk is to be constructed.
   HIKE/BIKE TRAIL. Any eight-foot or wider paved trail constructed by the City of Newton under the Capital Improvement Program titled “Community Hike/Bike Trail”.
   ONE-COURSE CONSTRUCTION. The full thickness of the concrete is placed at one time, using the same mixture throughout.
   OWNER. The person owning the fee title and the contract purchaser for purposes of notification required herein. For or all other purposes, OWNER shall include the lessee, if any.
   PORTLAND CEMENT. Any type of cement, except bituminous cement.
   SIDEWALK. All permanent public walks in business, residential or suburban areas.
   SIDEWALK IMPROVEMENTS. The construction, reconstruction, repair, replacement or removal, of a public sidewalk and/or the excavating, filling or depositing of material in the public right-of-way in connection therewith.
   WOOD FLOAT FINISH. A sidewalk finish that is made by smoothing the surface of the sidewalk with a wooden trowel.
