No person shall construct a swimming pool or any alteration, addition, remodeling or other improvement to such pool without a permit therefor, nor maintain such pool contrary to the provisions of this chapter. Such person shall make application to the Building Department for a permit to construct such pool. The plans and specifications of the manufacturer or builder of the proposed pool and the plot plan showing setbacks, side yards and clearance from existing structures adjacent to the pool area shall be submitted with each application. If such plans meet the requirements of this chapter and the city’s building, plumbing and electrical regulations, and a permit fee is paid by the applicant according to the schedule as set out in the Uniform Building Code, as adopted, the Building Department shall issue a building permit.
