(A) The objective of establishing a “City Administrator” within the governance of the city is to provide for efficient and effective management to all facets of city government. The Mayor shall continue to function as the chief elected official, with responsibility for the general public relations of the city and inter-governmental affairs.
(B) The functions of the City Council shall be that of:
(1) A policy making body;
(2) Reviewing and acting upon recommendations of the City Administrator regarding programs, personnel matters, property and facilities;
(3) Calling to the attention of the City Administrator those concerns that are in the interest of better city government; and
(4) Fulfilling those legal obligations, mandated to the Council.
