No person shall throw or deposit, or cause or allow to be thrown or deposited, any paper, paper products, plastic, cans, bottles, garbage, rubbish, food or drink packaging, yard waste or other debris within any city or public building or on any city or public land, parks, streets, sidewalks, alleys, parking, parking lots or other public ways.
