Except for the use of public or private toilet facilities specifically designed and built as such, it shall be unlawful for a person to urinate or defecate on any public lands or private lands commonly open to or viewable by the public, or to urinate or defecate inside any public building or private building or structure commonly open to or viewable by the public.
