No person shall make any loud and unnecessary noise upon the streets, alleys or other public places within the city by racing or otherwise unnecessarily accelerating the motor of any motor vehicle, by the loud and unnecessary sounding of any motor vehicle horn or other warning device, by the operation of a motor vehicle not equipped with a muffler in good working order or by any other means whatsoever to the disturbance of the public peace and quiet whereby other persons may be annoyed.
